Here is how to make a report public in salesforce

  1. Click on the "Reports" dropdown in the top navigation menu
  2. Click on the "New Folder" button in the top right corner
  3. Click in the "Folder Label" input field of the Create folder dialog to enter a name
  4. Click the "Save" button to create the folder
  5. Click the arrow icon next to "New Folder" button to show more options
  6. Select "Share" from the dropdown menu
  7. Click the "Users" dropdown in the Share folder dialog
  8. Select "Public Groups" from the Users dropdown
  9. Click the "Done" button to save sharing settings
  10. Navigate back to the Reports page and choose the report you want to make public.
  11. Click the "Arrow" button
  12. Select "Move" from the report options menu
  13. Choose the newly created folder
  14. Finally click the "Select Folder" button after selecting the Public Folder destination
