Here is how to create a permission set in salesforce

  1. First click on the "Setup" icon in the top menu
  2. In the setup menu, click on "Setup" option
  3. Click on the "Quick Find" search box in the left sidebar and type "Permission"
  4. Click on "Permission Sets" link in the left sidebar
  5. Click the "New" button to create a new permission set
  6. Give your label a name and add a description if needed
  7. Choose a specific user license or leave it as "None" for broader applicability
  8. Click the "Save" button to create the permission set
  9. Here you will find your newly created Permission Set, to edit just scroll down
  10. And click "System Permissions" from the permission categories
  11. Click the "Edit" button
  12. Select the specific permissions users with this set will have
  13. After editing click the "Save" button
  14. Finally click "Save" in the confirmation dialog to apply the changes
