First click on the "Upload" icon in the left sidebar

Next, type "Upload" in the search bar at the top of the panel
Click on the "Upload" option from the search results
Click on "Upload via url" option in the upload menu
Then in the URL input field, paste a direct URL link to a file from the web, such as a YouTube or Vimeo video
Finally click the "Ok" button to confirm
