Here is how to allow users with read access to create discussions in your github organization
- First click on your profile picture in the top-right corner of the header
- Next click on "Organizations" in the dropdown menu
- Click on the "Settings" button next to the organization you want to manage
- Click on "Member privileges" in the left sidebar under the Access section
- Scroll down and locate the "Repository discussions" section
- Then enable the "Allow users with read access to create discussions" option
- Finally click on the "Save" button to confirm the changes
