  1. First click on your profile picture in the top-right corner of the header
  2. Next click on "Organizations" in the dropdown menu
  3. Click on "Settings" button next to the organization you want to manage
  4. Click on "Packages" in the left sidebar under Code, planning, and automation section
  5. Locate the "Package creation" section
  6. Then check the "Public" checkbox 
  7. Finally click on the "Save" button to apply the changes
