Here is how to copy a project as a template in your github organization

  1. First click on your profile picture in the top-right corner of the header
  2. Next click on "Organizations" in the dropdown menu
  3. Click on the "Settings" button next to the organization
  4. Click on "Projects" tab in the organization navigation menu
  5. Find the project you want to copy
  6. Click on the options menu button next to it
  7. Then click on "Copy as template" option from the dropdown menu
  8. Optionally, if you want all draft issues to be copied with the project, select "Draft issues will be copied if selected"
  9. Next click on "Select an owner" dropdown to choose the organization owner and enter the new template name in the text field
  10. Finally click on "Copy as template" button to create the template
